MAGAt Convoy targets BLM Plaza but fails to deliver on paint removal, tar and feathers

On the 18th of March, the so-called "People's Convoy" decided to attack a new target: Black Lives Matter Plaza. In a chilling speech, they threatened to "scrape up" the paint, then tar and feather politicians and BLM activists alike.
Most of the trucks were confined to the freeways as Mayor Bowser again blocked all exits, but some leakers got downtown in late afternoon. Although they illegally drove onto the plaza, they did not succeed in damaging the paint or tarring and feathering anyone.
DC's normal traffic was made worse by the convoy and still worse by blocking all the exits from I-395 except onto I-295, trapping all other motorists who found themselves on I-395. A side effect of this was to scatter and disperse the convoy vehicles, though some of that may also have occurred on the Beltway as they made their way to 395 for their first pass through town.
Mayor Bowser's tactics deserve a special criticism here: by shunting the convoy onto I-295 in an attempt to keep them out of downtown she is essentially dumping the MAGAt trash on Anacostia. Residents near I-295 cannot use the freeway and have to endure this so-called "freedom convoy honking like so many invasive Canada geese.
The speaker at Hagerstown Speedway who threatend to tar and feather "all our delegates" (unclear but can include the Mayor, DC Council, all their state delegates, and every member of Congress) as well as "Black Lives Matter Plaza" (implying BLM activists too) may have committed a prosecutable crime. Neither Mayor Bowser nor the US Attorney's office care about fascist violence against BLM activists. On the other hand, threatening to tar and feather DC officials potentially including herself is quite another matter, so she and/or the US Attorney's Office may have something to say about that as they did after J6.
